EPA REGULATION
ANNAPOLIS - EPA Senior Advisor Chuck Fox said the EPA could potentially regulate pollution levels of farms differently from state to state, igniting opposition from Gov. Martin O'Malley and the Maryland Farm Bureau. Farmers and state officials worry harsher regulations in Maryland would destroy the state poultry industry, while the EPA said ultimate federal power is necessary to clean the Chesapeake Bay. VIRGINIA POLICY
WASHINGTON - Republican Robert McDonnell's win in the Virginia gubernatorial elections could roll back gains in that state's cooperation with Maryland on the Chesapeake Bay and other policy issues, experts warned Wednesday. Mark Rozell, a professor of public policy at Virginia's George Mason University, said outgoing Gov. Timothy Kaine has had "a very cooperative, positive relationship" with Maryland Gov. Martin O'Malley, "in part by virtue of their common partisan affiliation, and also common philosophical leanings on issues such as the environment, the Chesapeake Bay in particular." ELECTION EHRLICH
ANNAPOLIS ?The governors' races in Virginia and New Jersey may or may not be good indicators of the GOP's future nationally, but they could provide the encouragement needed for former Maryland Gov. Robert Ehrlich to challenge current Maryland Gov. Martin O'Malley in his bid for reelection next year. Ehrlich said he was watching the New Jersey race in particular to gauge the mood of independent voters, who would be key to his chances in Maryland. About 800 words.

WASHINGTON - Two Maryland congressmen flew to Germany in 1989 to take swings at the Berlin Wall and participate in the destruction one of the most visible signs of Communist rule. Twenty years later, now-Sen. Ben Cardin, D-Baltimore, and House Majority Leader Steny Hoyer, D-Mechanicsville, spoke at the Newseum to remember the occasion and point out that barriers to freedom still exist. MD TUITION
WASHINGTON - Average resident tuition for Maryland's public university is about $200 lower than the national average for this academic year, according to a study released by the College Board. Although in-state tuition has been frozen for four consecutive years, mandatory fees have increased 1.3 percent during that time, according to the Maryland Commission of Higher Education.
